Speaking personally, I think this is the right way to go; URI formats
can live a long time, and the emergence of other datums for terrestrial
systems may occur within the lifetime of the scheme. Add an optional
parameter datum, allow it to take an arbitrary value, and specify
that its absence means WGS84 and you are done.
