I presume (and please correct me if I'm wrong to do so) you refer to
this charter:

which makes no reference to Earth"; and that your '(interpreting
geolocation to mean "Earth") refers to your personal interpretation.
Indeed, that charter refers to:
geographic location information about certain resources or
entities
which would seem to give ample scope to include the geographic location
information about resources or entities on the Moon, Mars or wherever.
It goes on to mention:
management of equipment in the field
for which mapping the current and past locations of the Mars landers
would seem a perfectly acceptable use-case.

I'm not convinced that it means that a Geo URI for, say, Mars is out of
scope. If it is, then I contend that the determination of the sues of
GeoURI may well be located in the wrong WG.
