I have updated the DHCP Location URI ID.

I rewrote the introduction (because I thought it needed help).
I believe I addressed Hannes' security model open issue.
I also believe I addressed Ted's other security concerns.
I included properly placed references of LbyR Reqs and the
Transmission-Allowed IDs
I hope the WG agrees with these changes - I believe they cover the 2
remaining open issues for this ID.
