There are no fundamental changes in this version - the basic idea is the same.
Instead this deals with probability distribution and there are some new corner cases dealt with. The security section has been updated to include discussion of the issue that Cullen raised.
I've also added an example implementation. You can see a demonstration of that implementation here:
