Here are a few small comments on the filters draft:
(1): There seems to be a copy-paste error: the captions of figures 3
and 4 say "Speed Change Example" but they should be "Element Value
Change Example".
(2) For clarification, it may be helpful to say in 3.1 and 3.2 that
the condition could be met by a change in any axis including altitude
(x, y, or z).
(3) In section 3.6, for clarification, it may be helpful (especially
for readers not familiar with the subject) to add a sentence after
the first sentence (after "...defines an extension ... rate of event
notifications generated by the notifier") to the effect of "This
allows a subscriber to have overall control over the stream of
notifications, for example to avoid being flooded."
