In order to add the DHCPv6 option format and clearly describe the v0 and
v1 DHCPv4 option formats, Section 2 needs to be re-organized. As a
strawman, I have adopted the outline from Section 2 of draft-thomson-
geopriv-3825bis-03.
Here is the current state of the -02 draft, after substitution of Section
2 from draft-thomson-geopriv-3825bis-03:

There is still quite a bit of work to do, in order to re-integrate
material from the original Sections 1 and 2 back into this new outline. I
am hoping that WG participants will assist in pointing out the required
changes.
