I've just posted a new revision of the "geo" URI draft.

The major changes compared to the -01 version are:
- "u" (Uncertainty) URI parameter added
- IANA Registry added for URI parameters
- GML mappings restructured
- Security Considerations rewritten (Privacy issues)
- Feedback from URI-Review incorporated
I think i have addressed all of the comments that i have received, so
from my point of view i think this is a pretty stable revision that
probably could be WGLCed soon?
