The document presents the first-party case as being a special case where
LCP policy applies. Marc makes the suggestion that rather than
identifying this as the LCP case, it should instead compare it to the LCP
case.

That is, it is LCP-like and a policy might be created that is similar in
function to the LCP policy, but this case remains distinct (and it is
still subject to the same basic conditions).
