I have made two changes with this draft submission:
a) At the last IETF meeting we had a discussion about the limitations of location obscuring. Martin provided a short writeup, which is now included in Section 13.4 (as a subsection of the security consideration section).
b) I added Martin as co-author.
I believe the comments from the last IETF meetings are appropriately addressed with version -25.
