It's true that the draft doesn't have a story and it does need one.
However, the complaints that Jon had (and I know that he is not alone in this, they are valid complaints) were not with this draft.
The complaints are all predicated on the notion that third party discovery enables the third party request scenario. This would only be true if the identity of the LIS were any great secret. This is what LIS discovery states.
So, in actual fact, the concerns were with the held-identity-extensions draft. I discussed this with Jon and he still believes that we need a better operational story in this regard. I will follow this up with him and see what we can do to sort this out.
