[Geopriv] FW: New Version Notification for draft-winterbottom-geopriv-local-civic-02

This version essentially changes the DHCP option so that only two new CATypes are required. The first CAType conveys a namespace and prefix, the second CAType conveys a qualified element name and a value. Much better guidance is provided on how to use these and process these CATypes.
