[Geopriv] Clarification regarding Loc-Filters

The following statement from Brian explains the disconnect between
Martin/Brian and myself:

We clearly had different requirements in mind. For me the requirement was
just to provide the "send me a notification when the target moves by 30
meters" functionality.

I let someone else decide about this aspect (but at least I now understand
the intention)[*].

PS: [*] It is unfortunate that I wasn't at the IETF meeting because I would
have very likely recognized the disconnect between Brian/Martin's view and
mine much earlier.
