[Geopriv] draft -res-gw-lis-discovery updated to -01

An update to draft-geopriv-gw-lis-discovery has just been posted, diffs at:

The primary changes are:

- removed section describing use by third parties

- expanded text on use of the process with private address space

- addition of /56 to the IPv6 query list, since it's expected to

  be a common assignment size
